My focus remains on ensuring that we have the industrial capacity, shipbuilding capabilities, and logistics networks necessary to maintain U.S. maritime strength in an increasingly contested world.

When I worked for the Reagan Library, I was in charge of communications for the library and the visiting presidents and their families. One of the most extraordinary moments of my career occurred during the library’s dedication, a historic occasion where five living U.S. presidents—Nixon, Ford, Carter, Reagan, and Bush—would stand together for the first time. Or so we thought.
Initially, it was announced that President Jimmy Carter would not be attending. He had prior commitments in Zimbabwe, monitoring elections. At the time, I understood the demands of his global responsibilities, as well as the history of tensions between President Reagan and President Carter during the Iran hostage crisis. His absence seemed understandable. The office prepared for him sat empty.
A Midnight Change of Heart
Then, at 2 a.m. the night before the dedication, everything changed. I received a call from my boss informing me that President Carter had a change of heart. He was on a red-eye flight to California and would be attending after all. I was asked to have his office telecommunications ready in time for his arrival. Despite the unexpected timing, I couldn’t help but feel a sense of awe at his decision. It spoke volumes about his character and the depth of his commitment to history. He was determined to be there, recognizing the significance of the moment.
That day remains one of the most extraordinary events I’ve witnessed. The sight of five living presidents together was a reminder of the shared commitment that transcends differences, something President Carter exemplified with his presence.
A Meeting in Plains, Georgia
On a personal note, I brought photos of the presidents to the event, which I managed to have signed by the other four. My goal was to complete the set with President Carter’s signature. Unfortunately, years later, when I had the chance to meet him again, a delayed flight caused me to miss the connection. The photos went back into the closet, unsigned, and I thought I had missed my opportunity.

But persistence often pays off. Twenty-five years after the Reagan Library dedication, I finally met President Carter in Plains, Georgia, during a church service. It was a quiet but profound moment. I thanked him for his service, both as a Navy officer and as President, and I shared the story of the photos. To my great joy, he graciously signed them, completing a journey that had begun decades earlier.

CNNZAKARIA: We humans have a lot to worry about these days, climate change and other pandemic, even the threat of World War Three. But the unregulated development of artificial intelligence might be as potent a threat as any, according to my next guest. He was NATO’s allied commander Eirope. And he’s now vice chair of global affairs at the Carlisle Group. His fascinating new book “2054 Novel,” which he co-wrote with Elliot Ackerman, very talented, is centered on the existential treat AI poses for the future of the world. Jim, pleasure to have you on. Fascinating how you’re writing these series of books. And this one is really about the A.I. race in military affairs. So first, I want to ask you, explain to us the power of A.I.
CNNZAKARIA: So, you’re a — you’re a naval commander, what would A.I. allow you to do as a naval commander that you weren’t able to do when you were actually commanding ships?
ADM. JAMES STAVRIDIS (RET.), FORMER NATO SUPREME ALLIED COMMANDER: Let me give you three very practical things. Number one — and it doesn’t sound sexy, but it’s logistics and maintenance. Artificial Intelligence has a capability to predict when a particular set of maintenance functions are needed, make sure that the spare parts are in train, all of that done in a way that is much more efficient, much more capable.
ZAKARIA: But that’s huge because it keeps the ships in permanent readiness.
STAVRIDIS: Absolutely. We always say in the military, the amateurs are the ones talking about strategy. The professionals are focused on logistics. That’s what wins wars.
But number two, artificial intelligence will allow a commander — say I was the captain of a destroyer, which I was. If I had an A.I. advising me, plugged into my decision process, that A.I. will have access to every naval battle ever fought. It would be capable of scanning the horizon of history and whispering into the commander, you really ought to think about this.
And then third and finally, and we’re seeing the edges of this in Ukraine, drone, swarms, bringing them together in very lethal ways. We currently can’t quite do that. Artificial intelligence will make swarming drones the greatest threat by mid-century.
ZAKARIA: You talk a lot about the A.I. race and it’s really U.S. versus China.
STAVRIDIS: Yes.
ZAKARIA: Who’s ahead?
STAVRIDIS: U.S. marginally ahead. Our mutual friend, Eric Schmidt, did a marvelous set of research on this a couple of years ago, and he would have said then, we’re about a year ahead of China.
My sense from my sources, China is closing that gap. This is the foot race that will determine geopolitical superiority by mid-century.
ZAKARIA: Are we building the right kind of military for that kind of world?
STAVRIDIS: Absolutely. And let me add another example in terms of drones versus naval. Look what’s happening in the Black Sea. The Russian Black Sea fleet a third of it is on the bottom of the Black Sea, drinking seawater as we would say in the business.
Why? Not because Ukraine has a Navy, they don’t. It’s because the Ukrainians have used both air and surface drones. So, to your question
ZAKARIA: Drones are amazing. The minister showed them to me. They looked like toy boats —
STAVRIDIS: Yes.
ZAKARIA: — and they are really highly lethal drones that can sink these hundred — hundreds of millions of dollars’ worth of warships.
STAVRIDIS: Correct. And so, the question then becomes, are the carriers still viable? I think they are for the moment, for the tenure future, 15-year future. Boy, you get much beyond that. And the capacity of massive swarms of drones accompanied by cruise missiles, ballistic missiles, all linked together by artificial intelligence, it will make those crown jewels of the fleet, our aircraft carriers vulnerable.
ZAKARIA: So, you’ve — you’ve held very, very high military office. And you know that there are some people who worry that Donald Trump, where he to be elected again, would politicize the military. Do you worry about that?
STAVRIDIS: I do. And I think that the greatest aspect of our national security isn’t a political military. And we would edge in to politics into that force at great peril to the republic. At the moment, all of my contacts in the active-duty military reassure me that the military continues to regard itself as apolitical, followers of the constitution. Let’s hope it stays that way.
ZAKARIA: And when you look at NATO, you were the former supreme allied commander, great, great title, by the way, there are people in Europe who worry a lot about Trump and NATO. And what I’ve heard people say is it’s — he doesn’t have to pull out of NATO. He just has to say, I’m not going to defend Latvia, Lithuania —
STAVRIDIS: Estonia.
ZAKARIA: Right. Because it’s a sort of — in some ways the whole — NATO is basically — it’s a psychological game. It’s the thread is psychological that the U.S. will get involved. That’s what Putin has to be calculating. And if the president says something like that — the NATO — the building can continue, the meetings can continue, but the heart of it is lost.
STAVRIDIS: We always say deterrence is the combination of capability and credibility.
NATO is incredibly capable. The defense budget of the United States and the Europeans together is well over 10 times that of Russia. The population is well over five times the size of Russia.
So, the capability is not the problem. You’ve put your finger on it, it’s the credibility. And yes, I would be very concerned about a Trump presidency that did not actively support and, indeed, lead within NATO. That’s a real concern.

The Story of onUSS Jacob Jones
The USS Jacob Jones was a World War I American destroyer that rescued hundreds of survivors from torpedoed ships. In 1917, it was sunk by a German submarine in the English Channel, killing 64 sailors. The ship’s bell, a symbol of the crew’s bravery and sacrifice, was recently recovered from the wreck by British divers. It will be displayed at the National Museum of the U.S. Navy in Washington, D.C.
This is the story of the USS Jacob Jones, the first U.S. Navy destroyer ever sunk by enemy fire, and the recent recovery of its bell from the wreck site.
The USS Jacob Jones and Its History
The USS Jacob Jones was a Tucker-class destroyer commissioned in 1916. It was named after Commodore Jacob Jones, a naval hero of the War of 1812. The ship was designed for high speed and maneuverability, and armed with four 4-inch guns, eight 21-inch torpedo tubes, and two depth charge racks. The ship was assigned to the Atlantic Fleet, and patrolled the U.S. coast and the Caribbean Sea.
After the U.S. entered World War I in April 1917, the USS Jacob Jones was deployed to the U.K. to join the anti-submarine warfare campaign. The ship escorted supply convoys across the Atlantic Ocean, and rescued hundreds of survivors from damaged British ships that had been hit by enemy torpedoes. The ship earned a reputation for its courage and compassion, and was praised by both the U.S. and the British naval authorities.
On December 6, 1917, the USS Jacob Jones was returning from escorting a convoy to France, when it was attacked by a German U-boat, U-53, in the English Channel. The U-boat fired a single torpedo that struck the ship’s stern, causing a massive explosion and a fire.
The ship’s commander, David W. Bagley, ⁹ordered the ship to be abandoned and the life rafts to be launched, as the stern began to sink. The ship went down in eight minutes, with two officers and 62 crew members on board. The U-boat commander, Hans Rose, radioed the coordinates of the survivors to the U.S. base at Queenstown, Ireland, and offered to take some of the wounded on board.
However, the survivors refused his offer, and waited for rescue. The U.S. Navy later awarded Rose a letter of commendation for his humanitarian gesture.
The Discovery and Recovery of the Bell
The wreck of the USS Jacob Jones remained undiscovered for over a century, until August 2022, when a group of expert divers found it about 400 feet below the surface of the English Channel, some 60 miles south of Cornwall. The divers were amazed by the condition of the wreck, which was largely intact and well-preserved. They also noticed the ship’s bell, which was still attached to the ship’s mast. The bell was made of brass and weighed 80 pounds. It had the ship’s name and the year of commissioning engraved on it. The bell was a historical and symbolic artifact, as it was used to signal the ship’s movements, to mark the time, and to call the crew to action.
The discovery of the wreck attracted the attention of the Naval History and Heritage Command (NHHC), the U.S. Navy’s official organization responsible for preserving and protecting the Navy’s historical and archaeological resources. The NHHC partnered with the U.K. Ministry of Defense to study the wreck site, and to recover the bell. The NHHC’s policy is to leave the shipwrecks undisturbed, as they are considered war graves and sacred sites. However, in this case, the NHHC was concerned about the unauthorized and illegal salvaging of the bell, which could damage the wreck and disrespect the sailors. The NHHC decided to retrieve the bell, and to use it as a memorial to the sailors who made the ultimate sacrifice in the defense of both the U.S. and the U.K.
In January 2024, a specialized salvage unit from the U.K. Ministry of Defense’s Salvage and Marine Operations (SALMO) conducted a survey of the wreck site, and successfully recovered the bell. The operation was challenging and risky, as the wreck site was deep, dark, and cold, and the bell was heavy and fragile. The salvage team used a remotely operated vehicle (ROV) to cut the bell from the mast, and to lift it to the surface. The salvage team also placed a wreath and an American flag on the wreck, to honor the lost sailors. The operation was a remarkable example of the cooperation and friendship between the U.S. and the U.K. in the naval domain.
The Bell as a Memorial
After the recovery, the bell was given temporarily to Wessex Archaeology, a private U.K. firm under contract with the NHHC, for documentation and conservation. The bell will be turned over to the U.S. during a ceremonial transfer later this year, and will be sent to the NHHC’s Underwater Archaeology Branch for further conservation treatment. The bell will eventually be displayed at the National Museum of the U.S. Navy in Washington, D.C., where it will serve as a memorial to the sailors who served and died on the USS Jacob Jones, and as a reminder of the history and heritage of the U.S. Navy.
